Summary

The tests need LBR v2 hardware. Run them as root with:

kyua test -v test_suites.FreeBSD.lbr_hardware=true \

	    sys/pmc/pmc_lbr_hw_test

Depends on D60571

Test Plan

Built amd64 GENERIC + hwpmc.ko, GENERIC without HWPMC_HOOKS, and arm64.
Ran tests/sys/pmc on AMD Zen 6 (LBR v2).
