These should be handled as a pair with consistent wording, abandoning for https://reviews.freebsd.org/D55458 .

i realise this diff was closed, but i want to point out for future reference that the correct way to convert a system to pkgbase is with the "pkgbasify" tool: https://github.com/FreeBSDFoundation/pkgbasify.

you cannot just install FreeBSD-set-base onto an existing non-pkgbase system, because (among other things) this will overwrite all your config files.
