rD48110: - address old security links being generated prior to 2000

Summary

https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=206271

With a build, now all the links are the same, and there is no differentiating between an old security announcement, and a new one. All the files are in the new location, and accessible. All generated links point to the new https://www.freebsd.org/security/advisories/

The change also needs to be made to libcommon.xsl in the Hungarian and Netherlands directories so that the web build does not break:

hu_HU.ISO8859-2/share/xml/libcommon.xsl
nl_NL.ISO8859-1/share/xml/libcommon.xsl

addressed comments from Warren for Hungarian and Netherlands builds
