rGe031614d5928: bsddialog: new utility for TUI dialogs and widgets

Summary

The directory for bsddialog already exists src/usr.bin/bsddialog/,
this review adds an entry to src/usr.bin/Makefile to build bsddialog for using it in bsdinstall/scrips/*.

Test Plan

Weekly replacement of one script in bsdinstall to test/fix/improve each feature of the utility
(the same strategy done for the library).
