Add the hugetlb allocation tags defined by the virtio specification and
the OOM-kill, allocation-stall, scan, and reclaim tags added in Linux
6.12, and raise VIRTIO_BALLOON_S_NR to match. Names and values match
Linux's include/uapi/linux/virtio_balloon.h. The specification does not
define tags 10-15 yet.
Device emulations use these to report guest memory pressure. The FreeBSD
guest driver does not implement the statistics queue and is unaffected.
