Summary

The last change submitted or approved by horia@racoviceanu.com was around September 2015. Since then he/she has failed to approve patches for his/her ports (see rP383744, rP405055, rP405057, rP400461) and open bugs such as 208109 and 208670.

This patch resets the maintainership in his/her ports to ports@FreeBSD.org.

On April 16th I sent an email to Horia:

Hi, Horia,

It seems you've been absent from the FreeBSD for a while. The last
commits mentioning you are from around September 2015, and since then
several patches have been committed after maintainer timeout periods and
there are also open bugs waiting from your feedback.

Are you still interested in maintaining your ports or would you like us
to reset them to ports@FreeBSD.org?

I got a response on April 19th:

Hello rakuco,

I apologize for my long absence. Work and school kept me time-strapped.
My schedule cleared, and I'm working on rebuilding the ports machine to continue maintenance.

Horia

I replied back a day later:

Hi, Horia,

I'm glad to know you're alive and well :-)

Do you think you'll come back until next week? If not, I'd consider
resetting your ports to ports@FreeBSD.org and reassigning them to you
once you come back, otherwise some pending updates will be needlessly
stalled while you set your infrastructure up again.

Since then there have been no new responses from Horia, and his ports remain virtually unmaintained.

We have a clear rule about resetting maintainership, described here:

For a specific port, 3 PR that timeouts (so, 3 * 14 days)
For all ports, 3 months without any sign of life.

You do not really need portmgr blessing for doing it. (And it is best to use our bug tracker to do stuff like this and not our code review tool, as there is nothing to review here.)
