sysutils/intel-nvmupdate-*: Add OEM ports

Summary

Intel provides FreeBSD packages for applying network card updates. We already package a variety of these in ports. They do not work on OEM cards from vendors like Dell, HPE, Lenovo who have their own nvm/eTrack and wo sell parts like LOM and OCP cards that intel does not sell directly. These ports all apply a similar method: grab the vendor's nvm payloads and configurations, then combine it with a known good Intel FreeBSD nvmupdate binary.

Test Plan

Works fine on Dell 700-series. I don't have hardware samples from every OEM but the configuration/inventory passes.
