tzsetup: Add an option to not create the symlink

Summary

If tzsetup is run pre-install by the installer, /etc/localtime is not
writeable and we get stuck in a loop. As a quick hack, add an option
to not try creating the symlink, and create only /var/db/zoneinfo.
