replace the doc books/developers-handbook with new translation (significant update in EN version)

Summary

This patch replaces old version of RU document with the new translation of the doc books/developers-handbook due to significant changes in the English version.

I have ambivalent feelings:

as a first impression, one pretending to be a committer are supposed to understand (technical) English

on the other hand, new state of the translation looks much better than previous

having said all that, I vote "yes"
