Fix phy interrupts setup for ixl

Summary

Fix the inverted set of interrupts being used as the mask for ixl.

This was discussed on the li t as already being fixed @ Intel over a month ago, but unfortunately its still not been updated here, so in order to get this in in time for 10.3 code freeze I'm requesting permission to fix directly.
