so I may have missed some obvious problems in that initial proposal.

While I'm trying to figure out and fix the problem, if you could render the adoc in html for me and attach the result, that would be much appreciated.

I can't acccess that file. Don't remember exactly, but there is some specific action to do in Phabricator so that attached files are public, I've been bitten by this a few times.

"supplementary" is UK English, "supplemental" is US English and is thus preferred.
