R9:4c6c835978d4: where.adoc (Get FreeBSD, Download FreeBSD): corrections and improvements

Summary

Supplemental to D36520:

primarily to remove the section for 13.0, which is EOL
a few corrections (for example, the general advice about mirror sites is misplaced under FreeBSD 12.3-STABLE)
narrower column headings should improve the tables on smaller displays
a few other improvements
generally less verbose.

209	Is there an HTTPS alternative to this `ftp://` URL? If not: make it more immediately clear that this is FTP.

209	Found: an HTTPS alternative to the `ftp://` URL. More user-friendly, since some web browsers no longer support FTP. @carlavilla thanks for approval. Assuming no objection (it seems non-contentious), I'll roll this post-approval edit into a diff for commit.
