R11:70941dc24ae7: net-im/folks: fix packaging when TRACKER disabled

Summary

The two vala/vapi files are only installed when TRACKER is enabled/built.

While here, limit PORTSCOUT to even only, as upstream declared the 0.15 branch unstable.

Test Plan

Passes testport with TRACKER enabled and disabled, dogfooded with a direct consumer deskutils/gnome-maps.
