Mark i386 as Tier 2 starting in FreeBSD 13.0.

Summary

i386 was the first platform supported by FreeBSD and for a long
time was the dominant platform. However, it has been supplanted
for many years now by amd64 (64-bit x86). i386 now more closely
resembles other Tier 2 platforms in terms of userbase and active
development.

I think we want to be careful with the commit log here so we ensure it says what we means and not anything else. I do wonder if we don't want to possibly send an e-mail to announce@ explaining what we intend to still support for 13.x (release images, binary updates, and packages) while acknowledging that we don't have a firm commitment yet for 14.x (and won't know for some time), but that users should move to amd64 when possible as we anticipate that i386 may have some loss of support in 14 relative to the level in 13.

Yes we don't want Phoronix or similar to see the commit and write a headline along the lines of "Like Linux, FreeBSD dropping i386 support".
