rS359797: Remove per-AF radix_mpath initializtion functions.
Summary

Eliminate custom IPv4/IPv6 multipath rib init functions
by moving random seed allocation to SYSINIT and calling
generic multipath init function from the standard IPv4/IPv6
RIB init handlers.
