WANT_PGSQL was at the right place before, and CMAKE_OFF should have been put at the same place. See https://www.freebsd.org/doc/en/books/porters-handbook/porting-order.html.

I actually did see the link you are referencing and it doesn't make any sense before or after, this was my interpretation of the link.

Feel free to provide a working LINT tool otherwise this is neckbearding.
