rS352430: RISC-V: Support EARLY_AP_STARTUP
Summary

The code for cpu_initclocks is copied pretty much verbatim from x86.

Test Plan

APs are observed to be started and performing work earlier in the boot sequence.
I have been running this patch for a couple days with no issues booting.
