rP493401: Permit base/gcc to be built as a native package.

Summary

Don't require CROSS_TOOLCHAIN and CROSS_SYSROOT.
Handle building for an amd64 target which needs x86_64 in CONFIGURE_TARGET for similar reasons described in r475291.

Test Plan

built base/gcc on an amd64 VM and then used it for a self-hosted world and kernel build and boot
