rS341693: Rename sptbr to satp per v1.10 of the privileged architecture spec.
Summary

This is a change from version 1.10 of the privileged architecture spec.
The gcc in ports seems to know about the updated name.

Also add a load_satp() intrinsic for use in C code which needs to reload
the satp register.

Test Plan

Booted under QEMU and spike.
