Add Erlang OTP 21 for Elixir
Elixir should be targeting the latest supported OTP release. I have
requirements at work that need OTP 21 especially for producing OTP
release binaries of Elixir applications

Just installing erlang-runtime21 and adding /usr/local/lib/erlang21/bin to $PATH worked fine for me (though getting rid of the extra erlang (19) installation would be nice)

Proposing we drop this in favour of Jimmy's git-based work for OTP itself, and my simpler shim for elixir at https://reviews.freebsd.org/D18324. Feedback hasn't been forthcoming yet Mark so please speak up on the 2nd patch if needed. Thanks!
