rS339914: Bump the number of fans supported from 8 to 12.

Summary

The current code supports a hard limit of 8 fans on PowerMacs. However, the liquid cooled PowerMac7,3 has 9 fans and the last one is not registered successfully. Bump the parameters such that up to 12 fans are supported.

Test Plan

Boot a PowerMac with 9 fans and verify that all fans are registered successfully.
