Put the OTG entry in /etc/devd/otg.conf instead of /etc/devd.conf.
This way it won't get overwritten during an upgrade.

Why simply not add the file to the repo and copy it ?
Something like in share/example

But there already is an example, in the usual place: /etc/devd.conf, just commented out.
