devel/bazel: Update to 0.14.0

Compiling this is quite memory consuming. I had to increse the memory in the VM twice to
test it in 12 :S

Test Plan

• portlint -AC OK
• poudriere builds for {10.4,11.1}{amd64,i386}, 12i386 OK
• run tes in 10.4 amd64 OK
