Update (some, tier-1) KDE Frameworks ports with DISTVERSION, LICENSE

Summary

• Replace PORTVERSION with DISTVERSION
• Add LICENSE (for Frameworks, KDE policy says LGPL21+)
• Add LICENSE_FILE where possible
• Minor incidental changes to make portlint happy
