rS323943: Make the rx budget a tunable

Summary

This allows tuning the rx budget for special load profiles
as well as more easily testing to determine sane defaults.

Test Plan

Test with different RX budgets under high RX pressure,
ensure that the default of 16 provides reasonable performance.
