97cf93cb5bc8 net/rabbitmq-c-devel: remove from ports

This port was languishing and upstream is at 0.11.0 whilst we have 0.8.0
only in ports. The newer changes in particular relate to TLS compliance,
so we need to bump dependencies.

Also, development upstream is providing versioned updates again, and is
sufficiently slow not to warrant a -devel branch anymore.

The next release will drop TLS1.0 support entirely, like the rest of the
world has done, so we want to keep up to date!
