rS356417: This catches rack up in the recent changes to ECN and
Summary

r356226 changed ECN handling slightly. Rack also does ECN but was not
updated in the same way. Lets commonize the handling of the ECN packets
and use the same code having Rack call the function when doing ECN.

Test Plan

Use the same tests as r356226 did and its fabricator D19143
