Summary

Update to dtc v1.4.5 as it is needed for u-boot v2017.11
Do not build the python libfdt as it fails and we don't need it

Test Plan

Tested with u-boot 2017.11

Looks good to me. go ahead and commit. I assume the NO_PYTHON is there for a reason, and would like to know why, but my question shouldn't block a commit.
