Summary

glibc 2.25, Windows, Mac OS X, and the CLDR all use ISO8601 for Canadian English and Canadian French. It's probably a good idea to switch before 12 (and ideally 11.1)

This fixes bug 200079.

Yeah, my original patch didn't change ca_IT. bapt's commit did, and this review got updated automagically.

I didn't think much of it at the time because I figured bapt knew what he was doing.
