Summary

Added a vendor parameter to BHND_DEVICE, replacing vendor-specific BHND_*_DEVICE macros.

The original BHND_(MIPS|ARM)_DEVICE macros appeared to support the SoC work; I've been
meaning to circle back around and simplify these.

Test Plan

Tested against MIPS/BCMA/SIBA devices.
