Yes. In fact, I have been having that in mind. It's just that I've already tagged the main commits with "Relnotes: yes" (they already modify the syntax). There's only UPDATING here as I'm planning to do all the release notes near the release based on the commit tags.

Change RELNOTES instead of UPDATING. Rework the migration text.

I hadn't understood that RELNOTES was an actual file, and not the release notes document (produced by releng?).

Remove the text inside parentheses (it does not add enough value; this also suppresses in-text commit hashes references).

@markj @olce and I have been having some meta-discussions about RELNOTES in another venue, but this is fine as content for producing upcoming release notes.
