Summary

Cease directing readers to http://ftp.ics.uci.edu/pub/ietf/http/related/iso3166.txt for completeness.

Instead, direct readers to an ISO-oriented point of reference that's usable.

Related: PR 261024,

… regdomain.xml refers to non-existent http://ftp.ics.uci.edu/pub/ietf/http/related/iso3166.txt for a complete list of country/region codes

What about pointing to /usr/share/misc/iso3166? Or is that out of date too?
