Summary

Note: the checksum recorded here will change prior submission
of this change because I have not yet assembled the final distfile.
This is pretty much the same as r402256, given that the 0.12 upgrade
was rolled back.

Test Plan

Used the new package to run /usr/tests successfully without
any differences to the execution results given by Kyua 0.11.

Epochs are the first thing compared across version numbers: a higher epoch always wins. They can never be downgraded nor reset.
