rS304242: bhndb(4): Drop MIPS-incompatible __builtin_ctz dependency.

Summary

Represent the bhndb register window freelist using the bitstring API, replacing the use of (MIPS-unsupported) __builtin_ctz().

Test Plan

Tested for regressions on existing PCI bhndb-supported devices.
