rS300748: run: switch to ieee80211_add_channel_list_*()

Summary

Use device's channel list instead of default one (from ieee80211_init_channels()).
Add ic_getradiocaps() method.

Test Plan

Needs testing (ifconfig wlan0 create wlandev run0 up && ifconfig wlan0 list chan ; should give 1-14 2GHz channels at least).
