Summary

Rename port from py3XX-WsgiDAV to py3XX-wsgidav (see UPDATING) following the Python ports policy
Build with PEP 517
Remove the CHERRYPY, FLUP and WSGIUTILS options, which WsgiDAV no longer supports and keep CHEROOT as the default server
Add LXML and PAM options
