rS297545: Define local-intc for BCM2836 platform (RPI2) and make BCM2835 intc

Summary

As a preparation for rework of BCM283x interrupt controllers for new interrupt framework, follow up Linux DTS files and make BCM2835 intc a child of BCM2836 local intc.

Test Plan

It was tested on RPI2.
