rG8743209350cb: bnxt_en: Re-enable SR-IOV after firmware reset

Summary

Restore VF resource configuration after a firmware hot-reset by
replaying the SR-IOV hardware setup during the device re-open sequence.
The call is unconditional and is a no-op when no VFs were configured,
so it is safe on any Physical Function.
