bnxt_en: Add per-VF trust and spoof-check controls

Summary

Expose per-VF policy controls via the sysctl tree and enforce them at
the data path level.
Allow the administrator to mark individual VFs as trusted or enable
spoof checking through per-VF sysctl nodes, both at VF initialisation
time and dynamically at runtime. Trust and spoof-check settings are
applied to firmware via HWRM on each change. Promiscuous mode access
is restricted to trusted VFs only.
