Any plans to add stateless offload support as has been done by @np for vxlan(4) ?

not sure what do you mean by stateless, however, offloading capability is available to drivers with IFCAP2_GENEVE_HWCSUM and IFCAP2_GENEVE_HWTSO csum flags in D54172.
