Explain pkg repos conflicting, how to diagnose, and how to resolve.

I don't feel strongly about where this needs to go. The best place would
be pkgbasify(8), but we don't have that. Maybe UPDATING? I'm not sure we
shouldn't modify this a bit and put this in top level pkg(8)?

I also removed some trivial typos mandoc complains about in this commit.

it's not possible for a base package to conflict with a ports package, because they never install files in the same place.

also, i'm not sure how the proposed fix matches the problem. if this is about the FreeBSD repository being renamed to FreeBSD-ports, it doesn't belong in this manpage, which is about the base system.

(i've also never seen this particular problem before -- is there a mailing list post or something that describes it in more detail?)

Yeah, that's fair, like I said I think it really belongs in pkgbasify (8) but we don't have that.

but this is nothing to do with pkgbase, it's about ports packages.

also, this user's issue seems to be specific to their misconfiguration and not the only cause of this (fairly generic) error message. if anything, this should be documented somewhere in the pkg(8) manpages.
