This patch targets the bootstrap only, other flows work as intended.
We're using the SRV record for our repository, and bootstrapping from our repo
fails with:
pkg: Error fetching pkg+https://.../FreeBSD:16:amd64/Latest/pkg.pkg.pubkeysig: Invalid URL scheme
This patch corrects that behavior.
