You can use the "Plan Changes" action to achieve this effect. No reason is required. It might be rude to both the reporter and reviewer to give such a reason.

In fact, many of the groups listed on this page are no longer active, some having ceased to exist in the 2000s. If you have any suggestions regarding our local community policy, you might consider suggesting the following statement for inclusion on the official FreeBSD site "The following groups are listed for the convenience of local communities, and do not represent the official FreeBSD community or the FreeBSD Foundation.
