rG300bbb3a43e3: riscv/SYS.h: implement _SYSCALL_BODY() macro

Summary

Add _SYSCALL_BODY() macro which invokes the syscall via _SYCALL() and
calls cerror as required. Use to implement PSEUDO() and RSYSCALL().
