rGcbbb22031f9b: kern_jail.c: Remove #ifdefs for VNET_NFSD

Summary

The consensus was that VNET_NFSD was not needed.
This patch removes it from kern_jail.c.

Once D37741 gets reviewed and into main, this
patch enables "allow.nfsd". There are no other
kernel changes needed.

There are some minor changes to the rc.d scripts
and man page updates and thenothers can bash
away at it.
