status: Update report submission methods

Summary

• Import the sendcalls tool from https://github.com/freebsd/freebsd-quarterly/blob/main/tools/sendcalls and modify it to integrate as expected in the doc tree.

• Import the email template to send calls from https://github.com/freebsd/freebsd-quarterly/blob/main/tools/call.txt.template and update it with the new submission methods.

• Update status/_index.adoc with the new submission methods.

• Import the report sample from https://github.com/freebsd/freebsd-quarterly/blob/main/report-sample.adoc and update the corresponding link in status/_index.adoc.

I would like to ask for review from the status team mainly for the call.txt.template and _index.adoc files.
And I would also like to ask for approval from doceng mainly to ensure that putting call.txt.template and sendcalls in the tools/sendcalls directory is fine.
