regdomain.xml: a usable source for ISO-3166 codes

Cease directing readers to http://ftp.ics.uci.edu/pub/ietf/http/related/iso3166.txt for completeness.

Instead, direct readers to an ISO-oriented point of reference that's usable.

I would highly recommend that (a) not quoting the URL of a PR, at best it's number, and (b) referencing the official source by URL rather than an unclear project for this.
