So it's just clibs and runtime now? Sounds reasonable to me.
There's not much in utilities anyway it seems?

There is a few files ... but anyway, this package shouldn't exists I think.
I don't like the idea of having a default package where we put stuff we don't know where else to put.

Rather, there are a few explicitly tagged as utilities, lots of Makefiles have no PACKAGE
