Update rc order for elasticsearch

Summary

Based on 236840, it's been found that elasticsearch is being
started in wrong phase of rc sequence.

This should bring it to more apropriate place where all services, including cleartmp, are started.

rcorder and real world tests are OK now.

This applies to both elasticsearch6 and elasticsearch7
