rP554022: graphics/qgis-ltr: Update to 3.10.11
Summary

Changelog[1]:
Bugfix release with many fixes and some minor enhancements, like
adding default UTF-8 encoding to grass provider by default.

Tested on Poudriere (amd64 only; i386 not testable because of broken dependency multimedia/assimp!).
'portlint -AC' is fine.
